And the the map of the difficulties reveals that it's very organized. You have a low difficulty corridor from Sanctuary to Diamond City, and stuff gets more difficult the further east or south you head way from that corridor. The only exceptions are random encounter points, and some rare fixed encounters.
Survival is the way to play the game, and it works as intended. It disables Achievements though so for a first run and to collect those play on any diffculty other than Survival.
